Resize text without changing scaling in Windows 10

In the latest Windows 10 update (version 1809 October 2018 Update), it became possible to change the font size without changing the scale for all other system elements, which is more convenient, but does not allow changing the font for individual system elements (which can be done using third-party programs, about which further in the instructions).
